A few small suggestions...
1) You have to finish with at least a litre of fuel, as per current F1 regulations, or face a potential disqualification.
2) Team orders, at the moment you can be running 6th and 30secs behind your teammate, and if you follow team orders to speed up and overtake all of a sudden you're 1st and 30secs ahead of the rest of the field. Nice bug to take advantage of, but sadly not realistic.
3) More failures, retirements, crashes and spins. Push hard in the wet and your chances of spinning or crashing goes up. Go straight from conserving to aggressive, cold tires mean more chance of ending up in the barriers. Push too hard for too long, engine could overheat or gearbox fail. Could add a new upgrade for reliability to reduce the risk of random power failures or similar.
4) Multiple level upgrades. Level one, two and three for tires, exhaust etc. Unlikely to be able to get three for all within budget so have to choose wisely. Bigger teams more likely to get more upgrades.

Different tracks could also benefit different balances of upgrades, so if you've spent your money on level 3 aerodynamics and tire wear it may be beneficial at one circuit while at another teams who have invested in fuel and exhaust may excel, for example.
